The Central Intelligence Agency is a civilian foreign intelligence service of the US federal government. The CIA has a long, often classified history of monitoring UFO phenomena, primarily to determine if sightings represented advanced Soviet technology or posed a psychological warfare threat. The agency convened the Robertson Panel in 1953, which significantly influenced the US government's policy of debunking UFO reports to prevent public panic.
